Yes, there is a way to reserve a book that is currently checked out to someone else. Click on the Catalog tab on the library homepage and enter the title of the book. Click the "Request it" link for the item you want. You'll then have to enter your email log-in name and password. You should then see a screen letting you know that the hold was placed on the book.
When the book is returned, you will be notified via email that it is waiting for you.
