The Publication Manual of the American Psychological Association, Sixth Edition, Example #41 (p. 208) gives a basic format for citing a dissertaion from an institutional database like Digital UNC.

The tricky part is the URL. The example in the APA manual gives a URL to a landing page for all the theses and dissertaions in a particular insititutional database (https://ohiolink.edu/etd/). Listed below are general URLs to Digital UNC that it may be appropriate to use in citations. However, Digital UNC also has permanent URLs called handles that may be a better option than a general URL (see the example citation below).
