Jazz arrangements are like all other forms of music publication.  If it’s published by one of the larger commercial publishers, you can buy it (usually by special order) from any online or brick-and-mortar vendor.  But jazz charts are increasingly available for sale only directly from their publishers.  This is especially true if the publisher is small, e.g. no more than an alias for the composer or arranger.  If you need more help contact the Skinner Music Library
